SvenskaWe have reviewed the European Commission’s guidance and FAQ documents for the Packaging and Packaging Waste Regulation (PPWR). Here, we summarize what the documents cover, what is still missing, and why it is important to stay informed about developments.
On March 30, the European Commission published guidance and an accompanying FAQ document for the Packaging Regulation (PPWR) (EU 2025/40). We have reviewed the documents to provide our member producers with a clear understanding of what they entail.
The regulation entered into force on February 11, 2025, and will generally apply starting August 12, 2026. It replaces the previous Packaging Directive (94/62/EC) and, as a regulation, is directly applicable in all EU member states.
What does the guide cover?
The guidance addresses 33 questions of interpretation, divided into a number of key areas. In brief, it covers:

- The difference between a manufacturer and a producer, and who is responsible for what
- PFAS Restrictions in Food Contact Packaging
- When and how recyclability requirements take effect
- Stricter Rules for Minimizing Packaging
- Harmonized labeling that replaces national systems
- Reuse Targets for the Transportation and Beverage Industries
- Requirements for deposit-return systems and separate collection
Each area has its own timeline, and several requirements depend on delegated acts and implementing acts that have not yet been adopted.
What’s still missing?
The guidance and the FAQ document are interpretive documents and are not legally binding. The Court of Justice of the European Union is responsible for the binding interpretation of EU law. The Commission has announced that the FAQ document will be updated on an ongoing basis as more practical questions are received from the market.
An important aspect is that, even though the PPWR applies directly as a regulation, its implementation in practice will vary among member states. Several provisions explicitly allow for national discretion, including regarding compostable packaging, deposit-return systems, and the ability to set higher reuse targets. For producers operating in multiple EU markets, this means that it is not enough to simply understand the regulation itself; they must also monitor how it is implemented in each individual country.
