The new Regulation (EU) 2025/40, also known as PPWR, aims to create harmonised rules for packaging across the EU. PPWR aims to reduce packaging waste and limit the presence of harmful substances. At the same time, it aims to increase recycling, which in turn reduces the overall environmental impact of packaging. PPWR applies to all companies that manufacture, import or sell packaging within the EU, as well as companies from non-EU countries that export products with packaging to the EU market.

PRODUCER RESPONSIBILITY FOR PACKAGING
By 2030, the PPWR requires all packaging to be recyclable, and to achieve this, packaging will have to comply with specific design requirements. The regulation also imposes stricter rules on chemicals in packaging, such as substances like PFAS. The aim of PPWR is to increase the proportion of recycled material in plastic packaging while focusing on increasing the reuse of packaging. It also introduces a ban on certain packaging that is considered unnecessary or where more sustainable alternatives are available.
All companies that manufacture, import or sell in the EU, as well as non-EU countries that export to the EU, are affected by this change.
