We have prepared a short summary of the PPWR – Packaging and Packaging Waste Regulation that will enter into force in the coming weeks, after publication in the Official Journal of the European Union. Below is what you need to know now.

Background PPWR

The regulatory package aims to:
    • Tackling the increase in packaging waste generated in the EU
    • Harmonizing the internal market for packaging
    • Promoting the circular economy
TMR helps affiliated producers to meet the requirements set by the PPWR. In this work we focus on:
    • Design for recycling
    • Packaging minimization
    • Packaging with recycled material
    • Correct sorting symbols

What happens next?

2024

    • Decision on PPWR is adopted.

2025-2028

    • Producers need to identify which packaging will be prohibited in 2030. TMR assists producers in this work.
    • EU standards for labeling will be implemented on an ongoing basis.

2026-2030

    • Develop new packaging to replace the unauthorized ones. TMR assists in setting requirements and with advice.

2029-2030

    • Unauthorized packaging is phased out.

2030

    • Introduced: Criteria (A, B, C) for recyclability.
    • Requirement of no more than 50% empty space in transport, group and e-commerce packaging.
    • Requirement for recycled material in plastic packaging (10-35%).
    • Reuse targets come into force (>10%).

2038

    • Additional recyclability requirements for packaging.

2040

    • Increased requirements for recycled content in packaging.


What packaging will be banned in 2030?

    • From 2030, packaging that is not at least 70% recyclable will be banned.
    • Plastic packaging must contain recycled material if at least:
      • 30% for contact-sensitive plastic packaging mainly made of PET and single-use plastic beverage bottles.
      • 10% for contact-sensitive plastic packaging made of plastic material other than PET.
      • 35% for plastic packaging other than those above.
